Dr. Rainer Schnepfleitner currently heads the Office for Communications in Liechtenstein, where he is responsible for the regulatory frameworks of Electronic Communications, Audio-Visual Media, Signature and Trust Services, Post and since 1st of Jan 2024 also for space.

He started his career in telecommunications with the Austrian Regulatory Authority. Later he gained expertise in European antitrust and state aid provisions while working with the European Commission in DG Competition. In 2003 he moved to Swisscom, where he was responsible for fixed and mobile regulatory accounting, before continuing his career as project and product manager where he introduced various mobile navigation solutions. From 2008 to 2018 he worked for the Communications Regulatory Authority (CRA) in Doha, Qatar, where he was responsible for the regulatory frameworks of Telecommunications, IT, Access to Digital Media and Post. After finishing his IT degree Rainer received a Master of Business Administration and a PhD in Economics from Vienna Economic University. He also holds a post graduate degree in European Competition Law from King’s College in London.

Dr. Bianca Lins, LL.M. is a Legal & Compliance Officer at the Liechtenstein Office for Commu-nications (OfCom), the regulatory authority, inter alia, for the electronic communication andspace sector. Bianca is leading the Liechtenstein Space Department and is responsible for establishing and developing the field of space both nationally and internationally. Bianca is re-sponsible for the implementation of legal requirements and co-drafted the Liechtenstein Space Act and the Liechtenstein Cybersecurity Act. She served as first female Chair of the ITSO Advisory Committee (2023/2024), is the ITSO Regional Vice-Chair for Region B (Western Europe), member of the EUTELSAT IGO Advisory Committee and the ITSO Panel of Legal Experts. Additionally, she is a Legal Expert for satellite coordination issues for the Liechtenstein Administration.

Before working for OfCom, she served in a research capacity at the University of Liechtenstein, where she continues to teach, notably Cybersecurity & Law. In addition to that, she is an author, speaker and mentor. In 2023, Bianca was honored with the "Cybersecurity Woman of the Year Award" in the Law Professional category. She has also been named the winner of the 2024 "Cybersecurity Woman of the World Award," which was presented at the end of September in Slovenia. She shares her expertise through various mediums such as publications, podcasts and lectures. In her early career, Bianca worked in IT and financial markets.
